This is the plot:
In the aftermath of the battle at the Golden Gate Bridge, the international economy is brought to its knees. The public blames mutant violence and subsequent fear as the primary reason for the economic disaster. Newly elected Republican president Wesley Staines wins a landslide a victory after running under campaign motto of REFORM, promising to make change in his presidency. His reform policy makes headlines by saving the United States economy while persecuting mutants and stripping them of civil liberties. He earns the highest presidential approval rating in history, and an apprehensive nation breathes sigh of relief as he survives a stroke. After a quick recovery, his attitude towards mutants shifts radically. He signs bills outlawing mutant discrimination and creates programs to help mutants in need. He even assigns Hank McCoy as an ambassador to the United Nations. Political analysts conclude that the near death experience changed his outlook on life. Conspiracy theorists are more skeptical.
Meanwhile, Xaviers School for Gifted Youngsters mourns the loss of its fallen brethren. Ororo Munroe, otherwise known as Storm, serves as headmistress in Xaviers absence. During times of economic hardship and heightened mutant fear, new admissions to the school are at all time high. Warren Worthington Sr.s generous donations are just enough to keep the school properly funded. The breaking point comes when the power-deactivating mutant Leech reveals that he has a brother whose body emits a force-field that gives mutant abilities to humans and enhance mutant abilities when in his presence. Leech explains that his brother was part of a Worthington laboratory experiment that created a serum to activate mutation in humans and mutants who have lost their powers. Dr. Kavita Rao completed an early version of the serum, but it had not been tested on humans nor mutants yet. At the battle of the Golden Gate Bridge, Leech witnessed a member of the Brotherhood kidnap his brother and steal a large supply of the serum, probably mistaking Josiah for Leech himself and the serum for the cure. Now Magneto and his formerly powerless followers have regained their mutant abilities, and they are looking for a way to resurrect Kavita Rao, the only person who knows how to create the serum in mass quantities, so they can turn humanity into a world of mutants.
Days after the president returns from his stroke, Professor Xavier, Jean Grey, and Scott Summers arrive at the manor. Professor Xavier claims that the Phoenix implanted the illusion of their deaths in peoples minds and that he and Scott had been held prisoner by the Phoenix until the professor was finally able to use his powers to control her. Xavier soon resumes his post as headmaster while Jean and Scott pursue their relationship. However, the three returning X-men exhibit unusual behavior. They all suffer from slight amnesia, personality changes, strange allergies, and weakened mutant abilities. Xavier, Jean, and Scott are not the only ones with this condition. Mutants and humans in high positions all over the world have been displaying these strange symptoms after appearing missing and near death experiences. This type of individuals have been nicknamed Changelings, the most famous suspected case being President Wesley Staines.
In the midst of these problems, Professor Xavier is encouraging the X-men to ignore the Brotherhoods efforts to turn humanity into mutants, stating that a world of mutants will create acceptance. Storm is not convinced, knowing firsthand how Magnetos original plan to turn all humans into mutants nearly extinguished humanity. She plans to retrieve Josiah from the Brotherhood. Two factions have arisen in the school: one supporting Xaviers ideas and one supporting Storm. Which side will you take?
